The multisectoral and multi-scale nature of resilience requires sufficiently effective governance to coordinate activities across regions, sectors, populations, and levels of government. Collaboration between national and sub-national governments, and between government, civil society, and communities, plays an important role in establishing roles and accountability key to resilience building.
